When building with gcc < 15, CMakeLists.txt unconditionally adds
ime2_kernels.cpp, which fails to compile. FindSMTIME.cmake only defines
RISCV64_SPACEMIT_IME2 when the IME2 instructions are detected, and gcc 14
only has IME1, so ime2_kernels.cpp hits its #error.
This PR fixes it by using IN_LIST to add each kernel source according to
the spec that was actually detected.

* ggml : fix conv_transpose_2d for multiple batches
ggml_compute_forward_conv_transpose_2d_impl only computed the first
batch (ne[3] of the destination); every batch after the first was left
as zero. Both the src1 permutation and the main compute loop now iterate
over the batch dimension, and the work buffer size in ggml_graph_plan is
scaled by the src1 batch count so the extra permuted batches fit. A
multi-batch test case is added to test-backend-ops.

The kernel only computed batch 0 of the input (src1->ne[3]); every
output batch after the first was left as zero, so multi-batch
conv_transpose_2d results diverged from the CPU reference.
The grid now covers all batches (OW x OH x OC x N), the kernel decodes
the batch from the grid z coordinate and offsets both the input and
destination indices accordingly. nb3 is passed in the kernel args.

* ggml-cpu: gate __fp16 on __ARM_FP16_FORMAT_IEEE
__ARM_NEON only signals NEON availability. The __fp16 type also needs
the IEEE half format, implied on AArch64 but selected with
-mfp16-format=ieee on 32 bit Arm, where the compiler otherwise rejects
the type.
The guard keeps every toolchain that provides the type on the same code
and sends that one configuration to the generic lookup path.

Both halves of the F16 section dereference __fp16, so armv7 with
neon-vfpv4 hits the same unknown type error. Without the IEEE

The current integration treats SME as a single capability (CPU_FEATURE_SME)
with no distinction between SME(v1) and SME2. The kernels dispatched under

We introduce build-time and runtime distinction between SME and SME2, and
wire SME(v1) and SME2 kernels based on actual hardware support.

The matmul_tiled path uses large local stack buffers for A_pack and B_pack. On AIX this can trigger a segmentation fault, so reduce the buffer footprint there to keep the tiled path usable.
Performance Impact:
~ 2x gains in PP_Speed for FP32, Q4_0 and Q8_0 models tested with llama-bench, llama-batched-bench and llama-cli.
Models used: Llama3.2 3b Instruct F32, qwen 2.5 3b Q4_0 and Q8_0
* ggml-cpu: fix SVE leftover path in ggml_vec_dot_f32
2D convolutions with kernel size 9 produced different results on SVE
enabled ARM devices. After debugging it turned out that ggml_vec_dot_f32
was using data from inactive lanes.
Use svmla_f32_m(pg, sum1, ax1, ay1) so inactive lanes retain sum1.

This patch removes the requirement that K be divisible by kc in the tinyBlas_Q0_PPC tiled matmul path.
